Recalling our
council was formed in 1956 in reaction to concerns resulting from and the
consequences of the Suez Crisis,
Bearing in mind the Convention
of Constantinople was signed by the United Kingdom, Germany,
Austro-Hungary, Spain, France, Italy, the Netherlands, Russian Empire and the
Ottoman Empire on October, 29th
1888,
Further recalling Art.1 of the Convention: “guarantee of passage
to all ships in times of war or peace”,
Mindful that the clearing of the Canal is of direct and
immediate benefit to all shipping and trade using the Canal,
Alarmed by the way this conflict is pursuing,
Deeply regretting this conflict could not be settled in a
pacific and diplomatic way,
Observing that the Anglo-Egyptian Treaty signed in
London in 1936 was revoked by Nahad Pasha, leader of the recently-elected
nationalist party,
Bearing in mind the Operation Musketeer of 31 October was
initiated by France and Britain after sending ultimatums to Egypt and Israel,
Noting with approval the initiative of the United States
of America on July, 26th 1956 to made clear that any unjustified
military action by the UK would not be tolerable,
Deploring the Soviet Union had sold weapons to one of the
belligerents and so contributed to continuation
of this conflict,
Fully alarmed by the violence against civilian population
and the economic damage caused by the belligerents,
Recognizing the United Kingdom had illegitimate annexed Egypt,
a free country,
Deeply conscious that this crisis could become a global
conflict,
Declaring that such a conflict should never happen again
and that the United Nations will try to keep peace in the world,
Emphasizing that keeping peace around the Suez Canal is
necessary for international trade and the economy of all countries,
Expecting all the countries to respect the need for peace,
and the neutrality of the Suez Canal,
Approving UN Secretary General Dag Hammarskjöld, who
called a cease-fire at midnight on
November 6th 1956 , a cease-fire, which stopped this unneeded
conflict and the progression of both armies,
1 1) Calls for the
clearing of the Suez Canal to make it
shippable as soon as possible by:
a) Implying of the United Nations in
the reparations by :
i)
Sending
troops to the conflict zone to make sure the reparations take place peacefully,
ii)
Assigning tasks in the reparations in a way that all implied nations are concerned by the
rebuilding of the destroyed parts of the Canal,
iii)
Creating founds to help the civilian
population to permit a stabilization of
the life-standards;
b) Make this territory neutral and open
to trade from all around the world,
c) Creating an international Company to regulate the passage of ships;
22) Considers Egypt
as a free nation which cannot be ruled by another
33) Strongly condemns the nations that would not respect the cease-fire ;
4) Supports all
efforts of keeping peace in this territory;
5) Requests Egypt,
France and the United Kingdom sign a peace treaty;
6) Takes note
of the efforts of the United States of America to warn France and the United
Kingdom to do anything unjustified ;
7) Expresses its hope for peace between the belligerents
;
8) Authorizes
Egypt to take possession of the Canal
if the following rules are respected:
a) Art. 1 of the Convention of Constantinople :
“guarantee of passage to all ships in times of war or peace”,
b) A part of the taxes on Suez Canal
remaining to the United Nations for paying
the clearing,
c) Personal of the United Nations
having the right to stay, to help and to control the right use of the Canal,
d) Reparations and
controlling of the Canal remaining to Egypt,
e) The Suez Canal Company must be international ;
9) Encourages Egypt and Israel to cohabit in peace and respect;
10) Disapproves
the nations which sold weapons ;
11) Expresses its hope for further treaties between the belligerents.
